Redemption Road by John Hart is atmospheric, gothic, part police procedural, and part small town drama. It’s a bit overheated and predictable as far as “the evil men do”, i.e. there is an incredibly nasty jail warden, a serial killer etc., so it’s not totally original. You do care deeply for the heroic main characters as they struggle to catch the killer. The creepiness quotient is high so forewarned.
